Eligibility Criteria
  • The BestWeb.LK Competition is open to all websites registered under .lk domains (.lk/gov.lk/ac.lk/sch.lk).
  • Only winners of TopWeb.LK from September to June are eligible for direct entry into the BestWeb.LK competition. For example, winners from September 2025 to June 2026 will be eligible for BestWeb.LK 2026.
  • Applications must be submitted with the Rs. 6,000 application fee. Processing will commence only after the payment has been completed. Please note that this fee is non-refundable.
  • Websites containing any of the following will be deemed ineligible:
  1. Content that is illegal, obscene, abusive, or offensive.
  2. Websites considered to be of poor quality, in bad taste, or containing defamatory material.
  3. Websites that the judging panel deems unsuitable for the Competition for any reason.
  • Multilingual websites are eligible only if content is available in Unicode standards.
  • .com or redirecting sites are not eligible for the Competition.
  • The BestWeb.LK logo must be displayed on the website throughout the competition until the final judging date. Failure to do so will result in disqualification.
  • Participating .lk domains should not be expired at the time of applying and throughout the competition period.

Applying for .lk Domains

  • The Domain Registrant or Admin can submit the online application directly via AccountLogin. Alternatively, the Technical or Billing Contact may submit the application, provided they have the consent of the Domain Registrant or Admin, either by accepting a confirmation link sent to their email or by submitting a letter on the organization’s letterhead signed and sealed by an authorized person.
  • If none of the domain contacts mentioned above are submitting the application, consent from the Domain Registrant or Admin is mandatory. This can be provided either by accepting a confirmation link sent to their email or by submitting a letter on the organization’s letterhead, signed and sealed by an authorized person.

Applying for gov.lk / ac.lk / sch.lk Domains

  • For gov.lk or other .lk domains not administered by LK Domain Registry (e.g., ac.lk, sch.lk, etc.), the Webmaster or any authorized officer can submit the online application via AccountLogin The following process needs to be completed:
  1. Print the acknowledgment email received at the time of submitting the application.
  2. Obtain the Authorized Officer/Commissioner’s signature with the Official Seal.
  3. Scan the original signed document and submit it through the system applied for the Competition or email it to   [email protected]
  • All applicants must be accessible through the contact details they have provided.
  • Applicants are expected to diligently follow up on all emails sent during the Competition and respond promptly.
  • The judges retain the right to request additional information, and if not received promptly, they reserve the right to reject a registered website for not aligning with the correspondence criteria.
  • The Rating & Review period will follow the officially announced timeframe.
  • Anyone can rate participating websites without needing an account. However, ratings from verified users (via a one-time OTP to their email or phone) will carry full weight (100%), while guest ratings will carry reduced weight.

Rating Process:

  • Users can rate each website on a scale from 1 to 5, based on overall impression.
  • Each person may rate and review a website only once.
  • After submitting a rating, users will be encouraged to rate other websites in the same category.

Review Submission:

  • Reviews can be submitted only after a rating is given.
  • Reviews are not public and will only be visible to BestWeb.LK judges and administrators.
  • All reviews will be compiled and shared with the respective website owners/developers for feedback and improvement.

Eligibility for Most Popular Website Award:

  • A website must receive a minimum of 400 verified ratings to qualify.
  • Among those qualified, the website with the highest average score (factoring in rating weightages) will be declared the Most Popular Website in its category.

Fraud Prevention & Disqualification:

  • The use of bots, fake accounts, or any attempt to manipulate the system (e.g., duplicate ratings) is strictly prohibited.
  • Websites found engaging in such activity may be disqualified from the competition.

Displaying BestWeb.LK Logo on Applicant Website:

  • During the competition period, and after passing the preliminary security scan for the BestWeb.LK competition, the TopWeb.LK winning logo on your website will be automatically replaced with the BestWeb.LK logo, provided you have used the script supplied by us rather than adding the logo manually. Therefore, using the provided script is strongly encouraged.
  • Displaying the BestWeb.LK logo on your website is mandatory throughout the competition.
  • The BestWeb.LK logo must not be modified under any circumstances.
  • Websites failing to display the logo during the competition period will be disqualified.
  • The rating and review link for selecting popular sites will also be connected to the same logo during the subsequent rating period.

Display of BestWeb.LK Winning Logo:

  • The same logo script will automatically update to display the highest award-winning crest. If there are multiple wins, the other winning crests will be emailed to the winners for manual addition.
  • Winners may use the Winning Logo in their promotional materials or advertisements, alongside the winning website.
  • Violation of any of the above conditions may result in the revocation of the respective winning title.
  • In case of conflicts during the competition, the decision of the judges will be deemed final.
  • Competitors found influencing the judges or engaging in the promotion of negative information regarding competitors will be immediately disqualified from the competition.
  • If the applied Award Category is found to be mismatched with the actual website, there is an option to change the participating Award Category as mutually agreed in writing. However, the final decision rests with the panel of judges.
  • The selection of winning websites is solely at the discretion of the judges and is non-negotiable by applicants.
  • Selected websites may undergo an external website scan during the “Review of application period” mentioned in the “Time Frame” (Until Releasing the Results) to assess eligibility based on the website’s security perspective. Weak security websites will be notified to re-design or re-structure immediately to remain in the competition, if competitors are unable to rectify security issues within the stipulated time provided by the BestWeb.LK technical team and fail to notify them accordingly, disqualification will be enforced.
  • In the event that insufficient entries are received for the new categories as listed, the judges reserve the right to merge these categories for the purpose of ensuring fair competition. Participants will be duly informed of any such category merges prior to the commencement of the evaluation period, allowing for timely adjustments to their submissions.
  • The Judges and Management reserve the right to re-categorize an application if they determine it was submitted under an incorrect category, and the applicant will be informed of such a change. The decision of the Management and Judges is final, and no correspondence will be entered into regarding the final results. They also retain the right to request supporting documents to verify certain information, and all applicants are bound to provide these if requested to confirm their eligibility.

Sponsorship Participation Policy

To maintain the highest standards of integrity while encouraging industry participation, the following rules apply:

  • Eligibility to Compete : In line with our commitment to inclusivity, all current and prospective sponsors are fully eligible to enter their own websites into the BestWeb.LK competition.
  • Independent Judging : To ensure absolute fairness, all evaluations are conducted by an independent Panel of Judges comprised of industry experts.
  • No Conflict of Interest : The judging process is entirely separate from sponsorship activities. A sponsor’s status has no influence on the technical or creative assessment of their entry.
  • Professional Conduct : Sponsors are encouraged to promote their involvement but must refrain from making any defamatory or disparaging statements regarding the event, other sponsors, or participants.

General Terms

  • Allocation : Sponsorships are allocated on a first-come, first-served basis and are subject to official approval to ensure a fair and timely confirmation process.
  • Documentation : Specific benefits and terms are outlined in the official sponsorship document for the respective competition year.

The Judging Panel

BestWeb.LK is committed to a fair and transparent evaluation process. Our Panel of Judges consists of independent industry experts and seasoned professionals from diverse sectors. Each judge brings a wealth of experience in web technology, design, and digital strategy to ensure that every entry is assessed against the highest international standards.

Authority and Decision-Making

  • Finality of Decisions : The decision of the Panel of Judges and the Management is final and binding. No correspondence or appeals will be entered into regarding the final results or the selection process.
  • Conflict Resolution : In the event of any disputes or conflicts arising during the competition, the decision of the judges shall be deemed the definitive resolution.
  • Information Requests : The judges and Management retain the right to request supporting documentation or additional information from applicants to verify eligibility or claims made in the submission. All applicants are bound to provide such information upon request.

Category Management & Adjustments

  • Re-categorization : The Judges and Management reserve the right to re-categorize an application if it is determined that the entry was submitted under an incorrect category. Applicants will be duly informed of such changes.
  • Category Merging : If a new or existing category receives insufficient entries to facilitate a fair competition, the judges reserve the right to merge these categories. Participants will be notified of any merges prior to the commencement of the evaluation period.
  • Mutual Adjustments : If an award category is found to be mismatched with the actual nature of the website, the category may be changed via mutual written agreement between the applicant and the organizers. However, the final authority on placement rests with the judges.

Code of Conduct & Disqualification

  • Integrity of Influence : Any competitor found attempting to influence a member of the judging panel, or engaging in the promotion of negative/defamatory information regarding other competitors, will face immediate disqualification.
  • Confidentiality : To ensure an unbiased process, the specific scoring sheets and internal deliberations of the judges remain confidential and will not be disclosed to participants or the public.
  • Impartiality : Judges are required to disclose any potential conflicts of interest. If a judge has a professional affiliation with a competing entity, they will recuse themselves from scoring that specific entry to maintain total independence.
